Can UPI make India Cashless Corruption Free Society

When dreaming about India of my Dreams in 2047 I had advocated for Cashless Corruption Free Society in India and to achieve the objective I had also proposed General Amnesty as a OTM (One Time Measure). I was a bit pessimistic that It may take many years and we may achieve the dreams by the year 2047 that is while celebrating India's 100th Independence Day.

But our beloved Prime Minister Narendra Modi has initiated processes which may achieve the dreams during his own lifetime and term as Prime Minister or future President of India. Unified Payment Interface or UPI has been made live and may be available in first week of September,2016  with all the 21 Banks. It will help India towards its goal to achieve cashless economy next to Sweden, which has become the first country in the world to say goodbye to Cash Transactions.

What is UPI or Unified Payment Interface

Unified Payment Interface or UPI is an application developed by National Payment Corporation of India (NPCI), the umbrella organization for all retail payment systems in India. In the times to come UPI may replace the NEFT, RTGS and IMPS systems currently used for making payments or transferring money digitally. Public will be able to download and integrate the UPI applications with their respective banking applications.

The following banks, out of 21 banks approved by NPCI, have published their UPI applications so far on Google Play Store whereas 8 out 29 participating banks are yet to get approvals from NPCI:
  • Axis Bank, Union Bank, UCO Bank, ICICI Bank, Federal Bank, Vijaya Bank, Andhra Bank, Bank of Maharashtra, Karnataka Bank and Canara Bank.
To find the UPI app of your Bank, you can either search for UPI or Play Store. 

How UPI is useful as compared to NEFT or IMPS: 

With UPI application interbank money transfer can be executed by using smartphones. Customers can make direct payments from their bank accounts to different online or offline merchants, retailers without providing credit card details, IFSC Codes or net banking and wallet passwords. Your smartphone will become a Virtual Payment Bank.

How to Start with UPI:
  1. First of all download the UPI application of your bank from Google Play Store.
  2. Set up application Log in.
  3. Create Virtual Address
  4. Add your Bank Account
  5. Set Mobile PIN
  6. Start Transacting using UPI
Once you have installed the UPI application on your smartphone, just open the application and enter your mobile number to create four digit secured PIN Number of your own choice. This secured Pin Number will be required every time when you open of use the application. 

You will notice an option UPI and tapping the UPI button you will be prompted to create VPA, Virtual Payment Address as per image below:

You can chose your virtual address as simple as your mobile number like 97XXXX6760 or your name like John, Smith or your nickname followed by @xyz (where xyz is your Bank's UPI address e.g. ybl for Yes Bank and pockets for ICICI Bank).

Once you finish creating your Virtual Payment Address, you will have to link your Bank Account by choosing your bank which will fetch all your bank account details in case your mobile number is linked to your bank account (Now you can update your mobile number in your bank account through ATM Machine without visiting your bank).

Can I download and use any Bank's UPI application:

The answer to this logical question is "Yes" as you can download any Bank's application and link your bank account with some other bank. You have the option to chose your bank account in case you have multiple accounts with the Bank linked to your Mobile Number. With the launch of UPI, it has become more important before you discard your old SIM Card.

I am sure that with the Unified Payment Systems in its place, India will become a Cashless, Corruption Free Society in India of My Dreams.

Celebration of Samadhan Fortnight

Samadhan Kender will be soon completing its first six months of operations in Rajpura on 30/09/2016. We have been able to provide samadhan to almost all the problems brought to us by our esteemed clients. What to do after filing IT Return

Most of the TaxPayers, who try to file their IT Returns of their own, do not know as to what to do after filing or uploading their IT Returns. In this article I will explain not only the basic things to be kept in mind while filing IT returns but also the steps to be taken after filing or uploading IT Returns so as to complete the process. Before you start filing your IT return for the first time please check your profile thoroughly and ensure that you have provided the following particular correctly.
  • Profile is Linked to your Aadhaar. In case of any mismatch visit Samadhan Kender for updation or rectification of your Name, Date of Birth and Address. Once your Aadhaar is Linked to your IT Profile, you will get rid of digital signing of IT Return or physical despatch of IT Return to CPC Bengaluru. Aadhaar Linking will enable you to e-verify your IT Return up to Rs.5 lacs through OTP on mobile number linked to Aadhaar or IT Profile.
  • Complete your profile with accessible email ID and Mobile Number along with secret questions so that you can easily recover your account in case you forget the password.
  • Add you Bank Account Number details to your IT Profile which can also help you recover your IT account.
  • Never discard your Mobile Number and do not close the bank account till you get all the refunds against IT returns filed.
What to do after filing IT Return?

  • After you file or upload your IT Return the Income-Tax Department generates Acknowledgement (ITR-V). Most of the Tax payers think that their job is over and they have filed their IT Return. But it is not true. The Generated Acknowledgement (ITR-V) will get dumped after 120 days.
  • Tax Payers need to either physically submit the ITR-V after signing to CPC Bengaluru or they need to e-verify the IT Return.
  • After this the duty of the taxpayer is over and it is for the IT Department to respond.
  • After physical submission or e-verification, the Income Tax Department processes the IT Return and generates Intimation u/s 143(1).
What is Intimation u/s 143(1):

An intimation u/s 143(1) is just an intimation ( not an order/scrutiny) . It is the first stage where all income tax returns are processed to correct the arithmetical mistakes, internal inconsistencies, tax calculation and verification of tax payment. At this stage, no verification of income is undertaken. It is completed through computerized processing and there is no human interference.
Intimation under section 143(1) is sent to a taxpayer only in case any tax or interest is found payable or refundable or there is any increase / reduction in loss. In case , one has received such an intimation , he should first check the reason for receiving it.  The intimation would contain the details of return filed by you and the computation as done by the income tax department. The tax payer has to critically examine the intimation u/s 143(1) to know if there is:

1. No Demand, No Refund
2. Demand Determined
3. Refund Determined.

Taxpayer may not be required to take any action in case of situations at Sr. No. 1 or Sr.No.3 and wait for the refund to land in his or her bank account. However in case there is demand the tax payer needs to check his or her IT Return for errors and omissions and file the rectification online either by rectifying the figures or after paying the demanded tax.

In developing countries like India where due to IT revolution communications facilities are being upgraded from 2G to 4G and the most of the public is using mobile sets with prepaid SIMs the public is frequently discarding mobile numbers and it has become a fashion in India for people with doubtful integrity to discard their mobile numbers, the individuals who do not have any mobile number of their own prefer to provide the mobile numbers of their nears and dears in their bank accounts or other commercial transactions.

Only yesterday a customer visited us whose request for Personal Loan was rejected by the Bank due to poor CIBIL Score whereas she never defaulted in repayment of any of her loan with the lending institutions. She was very much perturbed to see her Low Credit Score. On getting advice from her bankers she decided to visit Samadhan Kender for resolution of her problem to get the Credit Score rectified and reviewed by credit rating agencies like CIBIL, Experian, Equifax and High Rank. 

Our Panel of Experts examined her credit report which included the Loan Accounts in Default with particulars undisclosed. The matter was taken up with the credit rating agencies who removed the unhealthy loan accounts which crept in the credit report. But our panel of experts did not stop here. Our team wanted to know why the loan accounts of others crept in her credit report. 

On checking with the lending institution of one of the loan account in default, it was noticed that the loan account belonged to one of the close friend of the lady who visited us. When our team inquired further it came to our notice that the close friend of the lady had given the mobile number of that lady to her lending institution while availing the loan. Now when the CIBIL report of the lady was drawn by her banker by providing her mobile number - it fetched the loan account details of the said friend of the lady as it was linked with her mobile number. While we could convince the credit rating agencies to remove the account from the report but to ensure that the account is not fetched again - the lady was advised to get the loan account of friend unlinked from her mobile number.

Beware and never allow any of your near and dear to give your Mobile Number, Email ID or Pysical Address to their lending institutions. It can change your Credit Score drastically depending upon the credit history of your nears and dears to whom you have lent your Mobile Number, Email ID or Physical Address.

Can Aadhaar be used as Electronic Voter Card?

Why not? I think  with the issue of Aadhaar Cards to every Indian, the Voter ID Cards have become redundant and can be easily dispensed with immediate effect. Now when Aadhaar is issued to the newborn child and it is reviewed at the age of 5 years, 15 years and thereafter every five years to upload the New Face to get recognised.

State Governments may update their electoral records every year and those who cross the age of 18 years may find their names in the electoral rolls.  Let the electoral rolls generate the Election or Voter ID without issuance of any EPIC or Photo Voter ID. The generated Voter ID be linked to Aadhaar in the similar way as bank accounts or LPG subsidies are linked to Aadhaar ID. This facilitation will not only save thousands of crores of rupees spent on issuing the EPIC Cards to the voters but also make it possible to do away with surrender of Voter ID at the previous place of the voter. Let Aadhaar holders be empowered to link or delink their Aadhaar ID's from the state's voter lists. For example a person living in Amritsar and having issued the digital voter ID number for Amritsar district may link his or her Aadhaar ID with the voter ID during the period of stay in Amritsar. Once the voter moves from Amritsar constituency to say Varanasi constituency then the voter himself or herself should be empowered to delink his or her Aadhaar ID from digital voter ID in Amritsar Voter List. Based upon such recorded movements of the voter through his or her Aadhaar Unique ID the state or central governments can keep a check on the facilities being drawn by the voters.

Creation of Fresh Digital Voter ID's:

Let it be left to the Aadhaar Card holders to create their own voter IDs through online networks by providing a Sign Up facility with their own Aadhaar ID's supported by OTP. Through such moves India can shift from Electronic Voting to Online Voting to be controlled by Election Commission of India.
